HB 69 will end social promotion from 3rd grade if the student is not reading at grade level. Currently a parent can veto a school retention request. This legislation is essential to the student and class advancement. By promoting the next year teacher is forced to teach at a lower level, holding back the other classmates. This debate has been in the House Judiciary Committee from Friday night to Sunday evening when the bill was finally passed to the House floor.
